A quiet VIX and fresh record highs can tell a bullish story

NDW Morning Pulse - August 19, 2026

  • US equity futures are roughly flat this morning after the S&P was down for a third consecutive day yesterday.
  • Semiconductors were among the biggest laggards as the iShares Semiconductor ETF ([SOXX]) was down a shade under 5%.
  • About 55% of the stocks in the S&P 500 ([SPX]) finished the day in the red and there 175 52-week lows on the NYSE, the most since March. But there was no significant movement in any of our major participation indicators.
  • Crude oil returned to a buy signal on its default  chart on Monday with a double top break at $85. And energy has moved to the top spot in the DALI commodities rankings.
  • Yesterday’s research feature focused on volatility (or the lack thereof) in US equities. The S&P 500 notched its 27th all-time high of the year this week and the VIX fell to 14.25 on its default chart, close to its 52-week low.
  • Minutes of the last Fed meeting are due to be released this afternoon. The fed futures market is still pricing in about a 65% chance of a rate hike this year.
  • Walmart ([WMT]) is scheduled to report earnings before the open tomorrow. WMT is currently an acceptable 3 for 5’er. The stock sits on two consecutive sell signals but has recently made a higher low after finding support at $108 and $110. $108 is a key support to watch as it is WMT 2026 low and a level from which it reversed up twice in last month’s trading.

Below are highlights from the NDW Morning Update Video for the morning of 08/18. Access the the video on the NDW Morning Update Video page. 

  • Most areas of global markets were lower with action on 8/17. The S&P equal weighted index (SPXEWI) struggled as it fell nearly 1%. Fixed income representatives provided no cover as major reprsentatives (TLT, AGG) slide as yields creep higher. Towards the upside, only a handful of names landed in positive territory- Crude Oil (CL/), Gold (GC/) and Emerging Markets (EEM) were the only options to land in the black for the day.
  • Near-term participation dropped, seeing ^TWSPX move back into a column of O’s. In plain terms, roughly 6 out of every 10 S&P 500 stocks trade above their 50-day moving average. While it is worth highlighting the reversal, things remain in normal territory and no action is worth taking for now.
  • Gold and Crude Oil moved higher on their default charts. (CL/) has moved back up above a seemingly key $80 mark on its default chart, and gold has established some near-term support after breaking into a positive trend. Neither space has established relative leadership but the recent upticks are intriguing.
  • US Treasury yields have crept higher. The 30 year yield (TYX) has continued to push higher to multi-decade level highs on fears of persistently higher energy prices. Recall the inverse relationship between current yields and outstanding fixed income.
  • Notable movers this morning include FN (-10%+) on poor earnings. HD is positive following their report but remains a long-term laggard. ADBE has an interesting technical picture for those willing to set an alert on a shakeout pattern.

The Sound of Silence

Take a step back from the daily headlines and the market has been rather boring lately. The S&P 500 Index SPX notched its 27th all-time high of the year on 8/13, and the very next session the Cboe Volatility Index VIX slipped to 14.25, its lowest close since early January. In this business, boring is usually a compliment. That doesn’t mean risk has vanished, but it is worth unpacking what a quiet market is actually telling us.

Nothing to See Here…

The clearest read on “quiet” comes straight from the VIX itself. After spending most of July bouncing between 17 and 19 on tariff and rate-path headlines, the VIX broke decisively lower in early August and has spent the last two weeks carving out lows not seen since January, briefly dipping under 14.2 intraday. That is well below its roughly 19.6 long-run average (since the start of 1990) and just one box above its 52-week low on the 1-point chart. That chart shows the VIX in a negative trend since March, on two consecutive sell signals with a potential third that could be seen if the VIX breaks below $14. Even with a decline in stocks on Tuesday, the 1-point VIX chart has not even reversed up.

The setup mirrors what we flagged in the SPX Volatility Study last month: the percentage of 1%+ trading days has been running below its historical average for most of 2026, and the market has been rewarding that calm with a steady grind rather than a volatile one. None of this is a coincidence — it lines up neatly with the SPX push through 7,800 for the first time.

The Market Keeps Making All-Time Highs 

The 27 record closes SPX has notched this year sound like a lot, and headline writers have certainly treated the count that way. But viewed against history, 27 is closer to ordinary than extraordinary. If we look at data since 1950, the S&P 500 averages close to 18 all time highs a year. However, there have been many stretches throughout the decades with consecutive years of no all-time highs, typically following major bear markets. The latest stretch came from 2001 to 2012, where 2007 was the only year to see fresh highs. If we only look at data from 2013 forward, SPX averages just over 33 new all-time closing highs a year. As we can see from the graph below, the variability around the averages is large. 2021 produced 70 new highs (the second-most on record behind 1995’s 77), and 2024 produced 57, while 2022 and 2023 combined produced exactly one. New highs, in other words, come in clusters tied to secular bull markets, not in a steady drip every year.

What Happens When We Make ATHs While The VIX Is Low? 

The more interesting question isn’t whether new highs are normal — it’s what happens when a new high shows up alongside a genuinely quiet VIX, the exact combination we have right now. Just looking at new all-time highs since the beginning of 1990 leaves us with 791 days that saw the market close at highs, or about 8.58% of trading days. We can filter that down further to eliminate days inside of the same 10-trading day (two week) window, which brings us down to 101 days.

Over half of those instances occurred when the VIX was below 15 (54 times). Over a quarter of days occurred when the VIX was between 15 and 20 (27 times). The remaining 20 days occurred when the VIX was between 20 and 35. Forward returns from those buckets tell an interesting story. The market tends to do well after reaching new ATHs while the VIX is below 30, and the returns only improve as time expands. The average SPX is positive 80% of the time six-months out from the 54 instances.

A quiet tape, with VIX sitting on a sell signal, and 27 record highs that are essentially right on the long-run average for recent years. This does not have the making of an overheated market. If anything, the historical record on this specific combination argues for a bit more patience with the current uptrend rather than less. We’ll keep watching the VIX chart, along with breadth and positioning data, for the point where that changes.

In addition to information regarding the statistical distribution of these market indexes, a symbol that is in UPPER CASE indicates that the RS chart is on a Buy Signal. If the symbol is dark Green then the stock is on a Point & Figure buy signal, and if the symbol is bright Red then it is on a Point & Figure sell signal.

NDW Spotlight Stock

 

GE GE Aerospace ($373.35) - Aerospace Airline - GE has maintained at least a 3 technical attribute rating since November 2022. The stock improved to a 5 for 5’er during June after seeing the peer RS chart return to a column of Xs. In addition to positive near-term peer and market RS, the stock has maintained positive long-term RS against the market and its peer group since March 2023. On the trend chart, GE has sustained a positive trend since November 2022 and returned to a buy signal in the closing days of July this year. August’s trading kicked off with a rally to a new all-time chart high at $388 before pulling back toward the middle of the 10-week trading band briefly. This week’s trading led to a reversal back into a column of Xs and an actionable entry point on the chart. Okay to consider in the lower $360 to upper $380 range. The bullish price objective of $416 will serve as the price target, giving the stock a current reward to risk ratio north of 3. The initial stop will be set for $316.

ADI Analog Devices, Inc. ($372.10) - Semiconductors - Shares of ADI continue to be extremely rangebound, with recent action seeing the stock move back into sell signal with a double bottom break at $380. ADI remains a hold as a 3 for 5'er, trading in a positive trend for over a year. That said, the stock is nearing its bullish support line at $364, below which it would flip into a negative trend.
ALGT Allegiant Travel Company ($82.19) - Aerospace Airline - ALGT broke a double bottom at $84 to complete a bearish catapult as shares fell to $82. The breakdown follows the stock seeing its peer RS chart shift into a column of Os earlier this month along with a negative trend flip on the trend chart, which brought the stock down to a 2 for 5'er. From here, support lies at $80, while additional can be found at $70.
MTDR Matador Resources Company ($57.24) - Oil - After giving three consecutive sell signals, MTDR returned to a buy signal and a positive trend Tuesday when it broke a quadruple top at $57. The outlook for the stock remains negative, however, as even with the positive trend change, MTDR is an unfavorable 2 for 5'er. MTDR now faces overhead resistance at $62. Meanwhile, support can be found at $46.
NFLX NetFlix Inc. ($78.38) - Media - NFLX returned to a buy signal today, but don't get too excited. The media giant still trades well off highs and earns 0 of 5 technical attributes at the time of this writing. There isn't really any resistance on our default chart for quit e a ways, but as the path of least resistance looks to be lower we shouldn't be pointing towards that as a reason to jump in yet.
TOL Toll Brothers, Inc. ($142.75) - Building - TOL broke a quadruple bottom at $144 for a second sell signal as shares fell to $142. The breakdown violates the bullish support line, which will drop the stock down to a 3 for 5'er, and bring the market RS chart to within one box of reversal down into a column of Os. From here, support now lies in the $138 to $140 range, while additional can be found at $124.
TRGP Targa Resources Corp. ($297.77) - Oil Service - After falling to a sell signal earlier this month, TRGP found support at $256 for the third time since May. From there, the stock rallied and returned to a buy signal in today's trading when it broke a double top at $292, marking a new all-time high. TRGP continued higher to $304 and now sits on the verge of heavily overbought territory. Tuesday's move adds to an already positive technical picture as TRGP is a 5 for 5'er that ranks in the top quartile of the oil service sector matrix.
